Our knowledge of the Vancouver Building By-law and the B.C. Building Code and related standards enables us to provide our clients with a high level of pro-active support relative to developing a Code complying design. This, together with the reputation we have established with the various municipalities which participate in the Certified Professional Program, will ensure that the regulatory approval process proceeds as quickly and efficiently as possible.
The Certified Professional Program is an alternative to the building permitting process in certain Municipalities in British Columbia. Certified Professionals are licenced Engineers or Architects who have demonstrated a high level of proficiency in the fire and life safety requirements of the local building codes. GBA have 4 Engineers and one Architect on staff who have earned the designation as a Certified Professional. The Certified Professional conducts detailed drawing reviews prior to building permit application to establish code compliance on behalf of the building officials. After receipt of the building permit, the Certified Professional conducts periodic site visits to review the construction for code compliance.
Typically, the Certified Professional service includes a progressive review of working drawing stages to establish code compliance. Any discrepancies will be raised and brought to the attention of the design team to take remedial actions. By the time of permit application, the drawings will demonstrate substantial compliance with the building codes. GBA will assist in the assembly of all necessary documentation to support a Building Permit Application including assistance in the preparation of code compliance drawings.
During construction, GBA provides Building Code Coordination. This includes necessary site visits and review of all field review reports, and review of any "acceptable practice" questions with the area building inspector on a continuous basis. At the end of the project, the CP collects all required documentation and arranges with the municipal inspectors to conduct their final inspection in conjunction with the CP for release of occupancy permit.
The primary benefit of the use of the Certified Professional Program is a substantial saving in the time it takes to get a building permit. Some Municipalities offer a rebate on permit fees if a Certified Professional is employed on the project. The owner of a property also receives additional assurance that his building meets the requirements of the codes in terms of fire and life safety.
